Disable Deploy button if deployment is unavailable

Disable Deploy button if deployment is unavailable. Now, the button disappears from the dashboard.

Let's discuss what should be the expected result here. Should we not hide Deploy button - but make it disabled? or what are your suggestions?

Decided to leave the button behaviour as it is after warnings block was redesigned on env dashboard
