Bug Description
Affects at least 7.0.
Galera stops working after multiple reboots of a single controller.
Steps to reproduce:
1) Install an env with a single controller node.
2) Gracefully reboot a controller multiple times.
3) Eventually Galera starts looking for non-existent peers and refusing to run MySQL.

I can't reproduce this bug. Restarted controller about 20 times, half of them non-gracefully. Couple of times I got to umm mode, but galera worked okay for me. Set as incomplete. Maybe QA team will try later or some more accurate way to reproduce will be given.
