21 from 203 nodes can't be booted after provisioning step

We can't deploy 203-nodes environment. Tens of nodes can't be booted because BIOS can't find boot sector. Screenshot of IPMI when a node can't find boot sector is attached.

Updated the bug with Diagnostic Snapshot

Env was reseted before we faced with the issue. It seems it's duplicate of https://bugs.launchpad.net/fuel/+bug/1494446. Will apply the fix from https://review.openstack.org/#/c/222860/ and will try to reproduce
