Enable packages building for mos8.0-centos7-fuel

  * Enable processing master branch for dependencies pipeline
  * Enable processing master branch for gate pipeline
  * Enable processing master branch for publishing pipeline (post-merge)

  * Enable running jobs 8.0-pkg-*-centos for master branch
  * Skip running jobs 8.0-pkg-*-centos for master branch of
    projects packages/centos6/*
  * Skip running jobs 8.0-pkg-*-centos for master branch of
    projects packages/trusty/*
  * Skip running jobs 8.0-pkg-*-centos for master branch of any
    openstack project

  * Remove jobs master-pkg-* from layout to not trigger them by mistake

Who is working on this at the moment and are there review requests on this? Please keep this updated. It is going to become extremely important for us very soon as it is a blocker for our Fuel packaging/building activities.
