[OSTF ] After replacement controller and redeploy test instace connectivity failed with message

Steps:
1. Deploy ha cluster with 3 controllers + compute
2. When cluster is ready, run ostf
3. Delete one controller add new node with controller role and re-deploy
4. Run ostf

Actual result:
Failed 2 OSTF tests; should fail 1 tests. Names of failed tests: [
