upgrade_neutron_ceph job canceled by timeout

Problem still exists and we need to increase timeout till 700 min . It will not very good if we will split this job , because all needed upgrade tests use snapshot of upgraded_master which contains needed cluster.

Fix timeout for upgrade_neutron_ceph jobs

Changes:
 - changed timeout to '700' minutes for jobs:
   - 7.0.system_test.ubuntu.upgrade_neutron_ceph
   - 8.0.system_test.ubuntu.upgrade_neutron_ceph
