increase logging verbosity for librarian-puppet downloads

We need much more verbosity for librarian-puppet failures and a timeout for it.

For example currently we have in logs

+ librarian-puppet install --path=puppet
error: RPC failed; result=18, HTTP code = 200

Process was hanging for 2 hours and was killed by jenkins after 2 hours timeout in the jenkins job.

It is possible to place a timeout. Since it is was a single network issue, does it make any sense? Without a retry logic a job will fail anyway. With a timeout it would happen a little bit faster.

I can add --verbose flag to make output more verbose.

I guess adding --verbose with "timeout" command is good enough. There is not much we can do.
