[nailgun] Need to add VIPs in new format into API output

VIPs format was changed in 7.0 but it was saved in API to be compatible with old format because of https://bugs.launchpad.net/fuel/+bug/1476174 . But new format should be added into API in 7.0 to make OSTF and tests migration less painful and to be able to get full info about VIPs via API. So, we'll have VIPs in both old and new formats in 7.0. And we'll get rid of old format in 8.0.

    Return advanced VIP information in API output

    This patch adds newly VIP configuration in the newly
    introduced format to the API output saving the
    old formatted configuration.
