Bug Description
Ceph cluster deployment failed with Could not prefetch keystone_role provider 'openstack': Execution of '/usr/bin/openstack role list --quiet --format csv' returned 1: ERROR: openstack Service Unavailable (HTTP 503)
Steps:
1. Create next cluster - Ubuntu, HA, Neutron vlan, ceph for volumes, images, ephemeral, 1 controller, 1 compute+ceph, 1 ceph
2. Start deployment
Actual result - deployment failed with
