FA: align python requirements for oslo.config and oslo.serialization

fuel-agent should discontinue to use 'oslo.foo' namespace. Since oslo.config 1.6.0 and oslo.serialization 1.2.0 it should be switched to 'oslo_foo' namespace.

our repos for 7.0 have got packages with 'oslo_foo' namespace support.

also tests for requirements should be added.

I don't see a reason to make this bug a High. What we have now works and those changes might introduce next hell of dependency conflicts.

    Add test for requirements

    It should help to indicate issues with python requirements faster.
    Otherwise, we could end up with failed job to build ISO a bit later
    which, in turn, will block the majority of other devs.
