Bug Description

Fuel plugin builder cannot be installed directly from github using pip

    pip install git+https://

Content of fuel_plugin_builder directory should be moved on top level,
all plugin examples should be moved into examples directory.

    Restructuring files in project

    Details:

    * move main files into the top of the tree;
    * move examples into examples folder;
    * support new structure in run_test.sh and setup.py.

    Result:

    * update gitignore files to support run_test.sh;
    * compatibility with openstack-gates;
    * compatibility with standard pip installation via git+https.
