Bug Description

A user reported not being able to follow the update instructions listed on the fuel-6.1 update guide[0]. No updated package[1] could be found for python-oslo.messaging.

The user reported that the currently installed version was:
python-oslo.messaging 1.4.1-1~u14.04+mos11

The updated is 1.4.1-u14.04+mos13 package is on the mirror.fuel-infra.org infrastructure[2] but is not being picked up by apt. The user provided their apt source list[3] and the updates repo is listed.

I confirmed the user reported issue and was unable to update the python-oslo.messaging package as described by the guide. I instructed the user to download the file and use dpkg -i <file> as a temporary work around.

There is no error in the logs provided. It looks like the update was already installed so apt-get install command completed with "python-oslo.messaging is already the newest version" which is expected behavior. We manually double checked the instruction and it worked.

Please provide exact versions of packages before and after updating the package.

I also failed to reproduce this bug - the only reason why packages were not installed with this repo configuration - is that they are already installed.

Please provide

`dpkg -l` output from the nodes on which you experienced this bug.

Here's the IRC log for this, http://irclog.perlgeek.de/fuel/2015-07-29. I reproduced it by taking the repo file provided and putting it on a 6.1 install and no such update could be installed.

Also as indicated by the bug report, the version installed was mos11 but mos13 was available on repo http site.

Guys, it seems to be incomplete.

could you attach contents of /etc/apt/preferences or /etc/apt/preferences.d/ ?

could it be related with https://bugs.launchpad.net/fuel/+bug/1488844 ?
