Updating environment should display accurate messaging

From Sebastian Braun: while updating an environment, the controllers are in OpenStack installing mode in Fuel UI, it should be OpenStack updating or something like that instead to reflect the fact that it is already installed but tweaked instead of reinstalled.

What is "updating the environment"? How do you run it?

Orange team remove 2 controllers on their set of 5 and were unhappy to see a message saying Installing on Controllers while it was in fact an update of the Controller Set to make them aware they were only 3 from now on. I don't consider that a bug but a cosmetic UI change request from Orange team.

@sebbraun: I was not able to recreate this bug exactly using 7.0. When I deploy an environment and then remove controllers, the status bar shows "Deploying..." which is accurate since it is deploying changes.

I did not see any messaging that said "Installing" during this flow.
