python-glanceclient should be updated to the version 0.17.2 in system tests requirements

Due to the changing of module name 'oslo.utils' to 'oslo_utils' , python_glanceclient 0.15.0 doesn't work anymore.

Version of python_glanceclient should be up to the latest stable 0.17.2

I can not agrre with you, verison of python clients should be the same as we have on iso, so - what version are we use there?

This issue blocks iso update on fuel-ci, since we checkout lates fuel-qa code and recreate venvs during this process. And this, as a result, blocks some fuel-library reviews. Bumping to critical.
