snapshots for kilo mirrors have different timestamps

link mos-repos/7.0.target.txt shows different timestamps depending on the mirror host, and timestamp available on SRT mirror can be unavailable on MSK mirror.

This needs to be fixed so we can take and record the timestamp once and use different mirrors for the same timestamp depending on the slave we choose to run the test.

We also need to fix the issue with snapshot removal.
Snapshot disappeared after 20 minutes, I think it's not too old (7.0-2015-07-17-151001) and should exists event now:

For now temporary solution to fix the issue with snapshots is to use the latest stable mirror from the same location http://mirror.fuel-infra.org/mos-repos/7.0.target.txt where we run build process (https://review.fuel-infra.org/#/c/9426/)

for now we are working on new sync mechanism which is going to be more consistent
