Strange behaviour of 'pending_deletion' node and progress bar after clicking "Deploy Changes" button

1. Deploy any Ubuntu environment with 3 computes
2. Deployment should be successful
3. Check 1 compute node and click "Delete" button. Node became 'pending_deletion'
4. Click "Deploy Changes" button
5. During node removing from environment, progress bar displays 0%
6. Also 'pending_deletion' node became offline and back online (see screens) and after it successfully removed from environment

I reproduced it twice

Fix of this bug requires refactoring of our code. Moving to 10.0 because we passed FF in 9.0.
