Move jenkins related stuff from fuel-main into jenkins-jobs repo

We have quite a few things in https://github.com/stackforge/fuel-main/tree/master/utils/jenkins which, in fact, are related to our CI stuff (not build) and thus should be moved to fuel-infra/jenkins-jobs repository.

should be fixed in several places in our infra:

- custom iso,
- main iso,
- community iso.

We need a way to serve the same script to all iso builds. Probably it should be made more Jenkins-specific and work as a separate pythonic build step. (i.e. !include-raw "#!/usr/bin/python ....")

Move process_artifacts to builders

At the moment jenkins uses fuel-main/utils/jenkins/process_artifacts.sh
script when publishing artifacts. It is better to encapsulate
this functionality into jenkins scripts.
