[Fuel python client] Plugin sync support for new CLI

Currently we have support for plugin sync method only in old CLI (i. e. fuel ). Supporting this method for new CLI (i. e. fuel2) also should be implemented.

It's not critical, since our primary fuelclient support everything. Move this ticket to 8.0.

    cmd line entry points are sorted in alphabetical order

[root@fuel-slab2 ~]# fuel2 plugins sync

There is no new line in the end of message. Change state of the issue to the Triaged
