Bug Description
Right now OSTF uses http_proxy for all API calls. This settings based on controller role.
But Fuel can use another roles and controller can absent in customer configuration.
In this case setup of proxy will be failed and all networks (public, management) will be unavailable.
It should be redesigned.

I do not know how fuel can be installed w/o controller, but anyway passing this to QA team.
