Fuel connects to internet when installing local plugin

Bug Description
When installing a plugin from local filesystem, Fuel shows an error that it can't connect to MOS repoistory:
fuel plugins --install zabbix_

Setting up Install Process
Please note that installation of Fuel plugin still succeeded anyway, but error message like that may cause confusion for end-users. Suggest removing the call to external repo if it's unnecessary. Or do a test to see whether it's reachable and show a user friendly message.

Moved to 8.0, because it does not brake anything. This is only problem small problem with UX
