Scenario:
            1. Delete 10 time public and management VIPs
            2. Wait while it is being restored
            3. Verify it is restored
            4. Run OSTF

After 10 time deletion of public and management VIPs OSTF tests fail with error: Unauthorized (HTTP 401)
After restore environment from the snapshot OSTF tests passed.
Need add retry on execution ostf.
