Bug Description

Keystone endpoints should specify URLs for accessing services' APIs .

Currently the URL for Fuel API is set in the http://address:port/api form while the valid URL should be http(s)://address:port/api/v1

It's still functioning, so impact is medium and moving to 7.0.
