ceilometer unknown locale: UTF-8

Hi,

Using default pipeline.yam file for ceilometer, the following error is displayed:
2015-05-31 09:19:15.494 25669 ERROR ceilometer.openstack.common.threadgroup [-] unknown locale: UTF-8

Output of the "locale" command:

If I delete the pipeline.yaml file, vi pipeline.yaml and copy and paste https://github.com/openstack/ceilometer/blob/master/etc/ceilometer/pipeline.yaml then everything seems to work.

This is with fuel 6.1, build from may 22, centos, junos, ceph, neutron vlan.

I'm unable to reproduce it using fuel-community-6.1-258-2015-06-01_05-40-59. Did you check if OSTF passes?

If you mean this: "Fuel UI has tab which is called Health Check. In development team though, there is an established acronym OSTF, which stands for OpenStack Testing Framework. This is all about the same. For simplicity, this document will use widely accepted term OSTF."

and why would ostf have anything to do with a UTF-8 error?
