Bug Description

Diagnostic snapshots should be collected for every test case in order to investigate performance issues or do any other additional diagnostic.

    Always create diagnostic snapshot atfer test.

    - add a new environment variable:
        ALWAYS_CREATE_DIAGNOSTIC_SNAPSHOT, default = 'true'.

    - move code that resume environment into a separate method.

    - rename @log_snapshot_on_error to @log_snapshot_after_test
