Ubuntu deployment fails when there is no Internet connection on host

Bug Description
While Fuel has a notification that says "make sure the Ubuntu nodes do have internet connection" it is still wrong to fail with "Error" node status because there is no internet connection.
What I'm proposing is the following:
1. Explicitly check accessibility of the internet connection on the Ubuntu nodes before deployment starts. The user must be notified with the internet connection status so he/she can react before nodes fail to deploy.
2. Split the deployment process in two steps making it possible to resume deployment after internet connectivity problem is solved.
