Found another place which has the broken link:

I don't know the backstory to why the page was deleted, but we may want to reconsider the deletion, since we are not providing a 301 redirect. Also, having the wiki as the canonical source for documentation for something is unusual for an OpenStack project.

I think the better way to resolve this is not to redirect requests based on url but to create this rst file in the repository and put there the explanation about where plugin docs were moved. and how to find them.

Basically all the info from that e-mail which explains plugins doc decompositions and structure should be there.

Agreed with Aleksandra Fedorova. It is the easiest way to resolve this bug if we do not remember there is dead link also provided.

    Replaces the link to Fuel plugins development documentation

    Fuel Plugin Guide was removed and split into
    different content pieces.
    Due to this fact, we should replace plugin-dev link
    with the wiki link.
