Bug Description
In previous versions fuel used long timeouts due to some restrictions in recovery procedures. Since 6.0 OCF script was rewritten allows to detect failures faster. Minimazing timeouts will allow to detect failure within 1 minute instead of 2, and shorter timeouts for start and stop.

Fix Galera behavior
* Change Galera Pacemaker timers
- monitor is now 60 seconds with 55 seconds timeout
- start is now 5 minutes
- stop is now 2 minutes
* Added stdout to debug function
* Remove cleanup from monitor to remove double removal in mysql_monitor and mysql_stop
