Return back an ability to install Fedora kernel

Splinters seup was kicked form Fuel settings ( https://bugs.launchpad.net/fuel/+bug/1432832 , https://review.openstack.org/#/c/165101 ) and option to install Fedora was removed within it. Option to install Fedora should be returned back (w/o splinters setup).

    Option to install Fedora LT kernel is added back

    Migration is not needed as orchestrator serializer code supports
    both options (VLAN splinters for 6.0 and Fedora kernel for 6.1).
