[docs] ops guid applying patch can't be followed

in http://docs.mirantis.com/openstack/fuel/fuel-6.0/operations.html?highlight=patch#applying-a-patch


obtaining a patch, directions don't include review (review.openstack.org) links, doesn't include how to follow from a launchpad bug, doesn't talk about backported patches via LP

applying a patch:

doesn't explain using -p1 or -p2 which is common to need
doesn't explain how to patch a fuel component inside a docker container
