This change requires changes in library manifests, because adding validation regexp make field obligatory, but it should be possible to deploy environment with empty syslog hostname. The workaround may be to make Syslog section toggleable (adding a checkbox to syslog section) or change the logic of validating this field - like checking the regexp only if it is not empty.

    Change remote logging configuration condition

    We'll have new 'enabled' meta parameter in 'syslog' hash. So it
    would be better to use it in remote logging conditions.
