[ubuntu 14.04] Error while deploy: nova-manage fails on compute node

While deploying cluster with Ubuntu 14.04: 1 controller, 1 compute, 1 cinder, 1 mongo with ceilometr, nova-manage fails.

Step to reproduce:
   Deploy cluster with configuration described above.

Expected behaviour:
Cluster is Deployed.

Actual behaviour:
Deploy is failed. There are errors in puppet.log at compute node:

Were there any changes by fuel client?

This bug looks like a dup for #1411660 but the one strange detail - there is no primary-controller role assigned to any node.
@Alexander can you confirm nothing was customized for the deployment with Fuel CLI?

@Bogdan, yes I confirm that. I used only Fuel UI.
