Bogdan, why do you think it is Medium bug? According to the steps performed, Eduard was not able to even install Fuel Master node. I think it should be Critical or High (if it affects only certain configuration done in fuel-menu)

importance: Medium → High

Tried with a more recent img: fuel-community-6.1-60-2015-01-27_05-43-01.img with the same result.
So either i'm doing something wrong in the installation process os there are some files missing from the img.

At least in the 6.0 releases, a work around has been found.
This bug exists using just default settings.
To create a working install from the img:

1. mount the partition on the USB drive.
2. in the ks.cfg file in at the root directory of the image, move the line
          "OPENSTACK_VERSION = `cat ...`"
     down 10 lines, below the line
          "mount -o loop ${FS}/nailgun.iso ${SOURCE}"
3. install the master node from the USB image

The fix was found in the IRC logs at http://irclog.perlgeek.de/fuel/2015-01-23
