Bug Description
Use case:
As an Operator, I deployed ha cluster with 3 controllers and a lot of computes, 2 controllers dies. In this case we lost qourum and can not do anything with this in automation mode. But as user I want to go ahead with 1 last cantroller.
It would be very useful if we provide some giude hot to mannually re-configure controller to live with non qourum polici in this case, so any operator can use it and recover his cluster/ data
