Astute should not set no-quorum-policy=stop if deployment have failed

Bug Description

Astute sets quorum when deployment is finished regardless it's success.
If deployment have failed for whatever reason setting quorum makes already bad situation even worse and cripples debugging.

    Disable run hook UpdateNoQuorumPolicy if primary-controller fail

    If deployment have failed for whatever reason
    setting quorum makes already bad situation even
