Bug Description

We where talking about having an install script until revision 16 of the spec.

https://review.openstack.org/#/c/125608/15..16/specs/6.0/cinder-neutron-plugins-in-fuel.rst @ line 134

This is needed so that more complex plugins may be supported in the early version of the plugin framework.

Plugins like pumphouse need to be able to install a container, and install a script to run commands from the container.

We are not going support such kind of plugins in 6.0, if you want some new feature, describe your case, we will design and prioritise it.
