Multiple errors in OpenStack Logs. HA, Ubuntu: Table 'neutron.ml2_vlan_allocations' doesn't exist

Scenario:

1. Create HA cluster
 (Ubuntu, Neutron VLAN, Murano)
2. Add 3 controllers
3. Add 1 compute
4. Add 1 compute + cinder node
5. Deploy cluster
6. Run Network test (passed)
7. Run OSTF

Expected: OSTF tests are passed.

Actual:

Next tests are failed
- Check network connectivity from instance via floating IP
- Launch instance
- Typical stack actions: create, update, delete, show details, etc (on Create stack.)

There are a lot of erros in logs on all three of controllers
