Bug Description

There are several layout bugs that need to be fixed

1) Radio groups labels are not underlined (my suggestion is also make them bold) - http://i.imgur.com/xL4U1yu.png
2) common header - there is a lot of space above and and shortage of space below it - doesn't look good

     - added horizintal line after radiogroup header
     - added more space after section header
