Bug Description

It is required to collect user information:
1. whether user provided contact information or not (bitwise flag).

    User info is added to collected statistics info

    user_information.contact_info_provided flag is added to statistics snapshot.
    Value is "true" if user provided his contact information to Fuel support team.

    get_master_node_uid() is fixed to not raise exception when no master node
    settings are in DB.

    Tests added.
