Bug Description

* remove mlnxvif installation - it's no longer in use because of the removal of vif_driver parameter from nova (https://bugs.launchpad.net/fuel/+bug/1386858)
* remove vif_driver assignment.

* remove deprecated settings in mlnx_conf.ini file.

    Removing mlnxvif Mellanox package

    The package is removed since in Juno nova blocked the option
    to add an external vif_driver, so this will no longer be in use.

    Updating mellanox_openstack manifests for Fuel 6.0

    * removed openibd workaround for upstart bug,
      this was fixed in the OFED drivers.

    * removed mlnxvif package which is no longer used
      and previous vif_driver configurations.
