Nailgun test test_deletion_three_offline_nodes_and_one_online failed

After rebase on master test test_deletion_three_offline_nodes_and_one_online is failed.
This is blocker for passing tests on CI.

    Inrease tick interval

      Increase tick_interval from 0 to 1. This is a workaround for passing
      1) TestTaskManagers.test_deletion_three_offline_nodes_and_one_online
      2) TestTaskManagers.test_delete_offile_nodes_and_recover_them
      Please consider it as a hotfix. Additional investigation is being
      performed.

    Logging of predeployment check tasks added

    * Action logs collection and update are added for several more tasks
    * Download release fake is removed (obsolete, for RH)
    * Tasks logging is moved to _call_silently()
