Node has failed to deploy. There is no more retries for puppet run.

Steps to reproduce:
1) Deploy env: Ubuntu HA, neutron VLAN, Ceph for images and volumes, 3 Controllers, 2Computes, 2Cephs, Murano
2) Stop on provisioning

Expected result: deployed cluster

Actual result: Error message has appeared
"Deployment has failed. Check these nodes: 'Untitled (36:36)'"

In the astude log:
Node "9" has failed to deploy. There is no more retries for puppet run

But OSTF test show that cluster is ok.

2) Stop on provisioning - waiting nodes reboot and become online status
3) Deploy cluster

Maybe problem with hiera on Ubuntu: http://paste.openstack.org/show/112455/

Error from DataBinding 'hiera' while looking up 'openstack::controller::custom_mysql_setup_class': Data retrieved from /var/lib/hiera/common.yaml is String not Hash on node

If we delete this file '/var/lib/hiera/common.yaml', puppet will run without problem. This workaround was found by Dmitry Ilyin.

Potencial solutions: remove this files from package.
