Bug Description
(release 5.0 ISO, tarball #505)
Steps to reproduce:
* Deploy Ubuntu HA neutron GRE 5.0: 3 controller + cinder + mongo; 1 compute + cinder; ceilometer, murano, sahara
* Make sure there is no issues with OSTF checks
* Upgrade Fuel 5.1, snapshot env
Actually the issue should be already reproduced since now, but I put the other steps taken as well:
* Apply gerrit patches:
* replace these files https:/
* apply patches https:/
* restart astute container or run `dockerctl shell astute supervisorctl restart astute`
* snapshot env, revert env
* Reboot master node with hard reset
All (but HA group) OSTF tests in UI / CLI skipped with msg:

Note, that rabbitmq cluster had been annihilated completely after snapshot reverting, but that is out of the issue's scope - ostf tests with broken Openstack cloud should fail but not be skipped.
