Bug Description
To easily re-generate Ubuntu repository placed on the Fuel master node, 'dpkg' and 'dpkg-devel' packages are required in CentOS repository for 5.1 .

Also, please add the attached patch which corrects 'dpkg-scanpackages' to not break Ubuntu repositories.
