Fuel master backup doesn't save ssh key

Bug Description

/root/.ssh needs to be backed up so that if you reinstall, the restored data doesn't provide the SSH key. It is inside the Cobbler docker container, so rebooting nodes will still work, but an admin wouldn't be able to easily SSH to nodes. This is why it wasn't reported earlier.
