Steps to reproduce:

1. Install Openstack in Simple Neutron GRE mode.
2. Run OSTF tests.
3. Found the following ERRORS in logs: http://paste.openstack.org/show/93848/

The root cause is found - iptables miss the rule to accept GRE traffic. The rule is present in CentOS deployment, but absent in Ubuntu

    Add the iptables rule to allow gre traffic

    Currently there's no rule to accept gre packets which are required for the
    Neutron GRE networking case, so they are dropped due to the '999 drop all' rule
