radosgw fails to start on CentOS

Bug Description

The init script for radosgw compares the output of hostname -s with the host value in /etc/ceph.conf. On CentOS we set host to the FQDN which causes this check to fail and the service to be skipped.

    Set rgw host to short hostname

    The radosgw init script on CentOS checks the short hostname
    with the one defined in /etc/ceph/ceph.conf. If these don't
    match radosgw won't be started.

This has only become a problem in 5.1 with Ceph upgrade from Dumpling to Firefly. Marking as Invalid for 5.0.
