Wrong status of skipped HealthCheck test

1. Create new environment (Ubuntu, simple mode)
2. Choose Ceilometer
3. Add controller+mongo, compute
4. Start deployment. It has failed.
5. Start OSTF tests
6. Some tests skipped and "icon-failed" doesn't present. But one skipped test has this icon and has status <div class="healthcheck-status healthcheck-status-failure"> but should be <div class="healthcheck-status healthcheck-status-skipped">

For some reason exactly - Check network connectivity from instance without floating IP displayes as erred, not skipped
