Bug Description
Currently our jenkins job builds fuel-upgrade tarball with both fuel and openstack parts.
In order to increase performace of testing "openstack patching" feature, we need to make possible customize this job:
- build complete tarball
- build tarball with fuel part
- build tarball with openstack part
Our make script is ready for this job.

In order to reduce disk usage and number of artifacts and use cases we will have only upgrade tarball
