Bug Description

The script that builds the Fuel documentation hosted at http://docs.mirantis.com/fuel-dev/develop.html outputs a section called "System Tests" that does not exist in the documentation repository. That page as built displays:

To include documentation on system tests, SYSTEM_TESTS_PATH environment variable should be set before running sphinx-build or make.

This placeholder appeared for the https://bugs.launchpad.net/fuel/+bug/1319799 to implement system test docs.

Duplicated by this issue https://bugs.launchpad.net/fuel/+bug/1321682

It is currently work in progress, we are yet to add this functionality to docs ci.
