    Disable custom init script for rabbitmq on Fuel Master

    Custom init script breaks deployment when
    hostname changes, but it is not necessary
    to have HA enhancements in init script for
    Docker non-HA deployments.

    Additionally, explicitly create / vhost for
    nailgun and astute.
